A. It would depend on how much you are going to pay for this system and what you already have. You didn't specify what type of processors this system has (ie Xeon, P4, AMD) or what your existing system has.
Since you are doing graphics work I would recommend a better video card and more RAM. The dual processor will help but you will still be lacking in those other areas. It sounds like this may be an older system. I would suggest a Gig of RAM and at least 128MB video card. Newer systems will use AGP or PCI Express video cards for improved performance. If the system you are thinking about is old, it may just have a PCI video card. It’s hard to say without more information.
An 18 Gig hard drive is not that big and may fill up quick depending on how much work you are going to store on it. Plus it has to store Windows and your programs on it as well which will eat up space.
Depending on what you want to spend you can get something new for not a lot of money. There are dual core chips from AMD and Intel that work like a dual processor but are housed on one chip. You can get a dual core AMD with a Gig of RAM or more and a 100+ GB hard drive, high end video, DVD burner etc for around $800. Or you can stick with a standard processor like a Pentium 4 or AMD Athlon etc and save $100-200.
Bottom line is if you can get this dual processor for really cheap and its a big step up from what you have now it may be worth it. If you have a similar system but with just a single processor it may not be that much of a difference.
