Answer: Lets begin by finding out where you deleted the setup.ini file from. There most likely are many setup.ini files on your computer and they are used to set installation parameters when installing the particular program.
Deleting a setup.ini file shouldn't make your computer not start. Was there anything else that got deleted? Have you tried starting in Safe Mode to see if that works at least?
There are viruses out there that will cause your computer to keep on restarting itself. If you can boot to Safe Mode and run virus and spyware scans that may help you out.
With Windows 98 you can do a reinstall without losing your programs or documents. Its always recommended that you backup your files first. You boot with your boot floppy and make sure you have the CD in the drive and install Windows in the same directory as the original installation. Most likely C:\Windows. If you can get it running in Safe Mode you can go to My Computer and check the name of the Windows folder on your C drive.
