Q. I have a Dell Windows XP Home Edition system. Every time turn on my computer an error comes up that says INSUFFICIENT SYSTEM RESOURCES EXIT TO COMPLETE THE API. Also, I cannot go into SAFE MODE and the recovery CD doesn't even work. Can someone please help me?

Answer: This issue is often caused by the hibernation feature of Windows. Microsoft has come out with a fix for this problem. If you are you able to get into your computer then download and install the fix here.
