Answer: Where exactly are you seeing the migration with the date of 7/13/9? It sounds like it could just be the date that they imaged the hard drive from the master drive. When they setup new computers they don't install Windows and the programs manually on each one. If they did that then it would take a very long time to complete each one and they would not be consistent. What they do is set one up "master" laptop and then make an image of it and then put that image on all the other computers. This way they can crank them out really quickly.
But on the other had it also sounds like Samsung has their own version of Windows Easy Transfer which transfers your old files over to your new computer. Have you noticed anything on your computer that looks like its not from the factory such as documents or pictures? It may be possible that your computer was returned and then sold again as new so you may want to contact Samsung to ask about their easy migration software since the store you bought it from may try and cover it up if they are responsible for selling you a used computer.
The other drive you have sounds like it's your recover drive which is where all the files are kept in case you need to do a system recovery and put your laptop back to the way it was. When you boot the laptop you should see a message saying press F2 or some other key to enter system recovery or something similar. They keep the files on a separate drive\partition so they don't have to include a recovery CD\DVD that can get lost or damaged.
