Question:
I am trying to Boot a Computer with blank hard drives and Windows XP is not on it yet.

Answer: You cannot boot a computer with a hard drive that contains no data. You can start it up and get to the BIOS settings but that's as far as you can go until you have an operating system (Windows for example) nstalled.
